yes. they are interactive art. if animation is art then videio games would be art. its creative. and gives the player and experience and emotion.

Yes. But I wouldn't say all of them are good "art”. Just like some artists are really bad at what they do some video games designers are also bad.
The people who design all the CGI characters and environments are all animator’s graphics designers and artist so I don't see why their creations should be excluded from art. I wouldn’t say games like GTA are very good at expressing art cause there generic and put more into shock value than anything else. howeverm games like okami and mirrors edge have extremely appealing visuals and art styles.
I think the storytelling in some games is just as good as movies. So yes i think thats an art as well.Should video games be considered art?
a great form of art, that combines drawing with story, poetry, music, films, and more than art, they can be wisdom, a way of life, politics, religion, in an interactive environment. a game like arcanum is way more than just a game.

Yes if the characters make you have feelings for them, good,bad and so on. Some characters you could care less about, but some make you want the best for them, you care about the characters. If the story, characters pull you and you enjoy them yes its art. Also by graphical stand point, something that draws your eye.
