Well I can't answer the concept art part, but my opinion on the manga/anime revolution is that it is drawing from a formula and makes drawing more accessible. Since drawing is a learned skill (not everyone knows that) and learning the formula to draw manga/anime is fairly simple, the amount of manga/anime art is related to those facts.
Sadly enough, drawing from life uses the same skill, but the mainstream anime/manga has poisoned could-be artists and stunted their growth (there's only so far you can go drawing only anime/manga without exploring the root of drawing). It is a great starting point though, I started there, and I moved on to drawing from life and essentially giving "life" to my drawing, even cartoons.
